RFP/Bidding

The NHSaves® utility partners (Eversource, Liberty, New Hampshire Electric Cooperative, and Unitil) are seeking proposals from qualified bidders to deliver and coordinate training, recruitment, workforce engagement and program support activities that strengthen New Hampshire’s energy efficiency workforce.

The Request for Proposal seeks to select a lead vendor to develop, coordinate, and implement the Sponsored Technical Education Program (STEP) in New Hampshire and provide training from Q1 2027 to December 31, 2029.

Program Overview
The lead vendor is responsible for the administration and execution of the NHSaves utility partners’-sponsored Technical Training Program. This would include delivering technical and industry certification courses, developing and maintaining comprehensive program schedules, tracking deliverables, reporting, identifying business partners aligned with program objectives and ensuring timely execution of program goals.

Bidders will be expected to demonstrate an ability to:

  • Develop and grow the energy efficiency workforce in New Hampshire while also increasing the technical capability of that workforce
  • Demonstrate reasonableness and achievable implementation timeline and goals
  • Develop and coordinate High School Technical Training
  • Develop and coordinate Post High School and Adult Technical Training
  • Leverage Stakeholder Engagement and Collaboration
  • Establish Marketing, Administration and Reporting Plan
  • Invoicing pass-through costs
